Why so many popular card games have a deck out mechanic?

there's always a situation where a player could win with his hand if he didn't deck out, why is this game mechanic so common?

The most simple answer is that you avoid stalling the game. This can be the case if player have empty hands and boards. It can also happen with softlocks, e.g. the first player to attack loses so nobody wants to attack.
Another thing to consider is that it adds a different win condition. Think about "milling" in MTG, which turns decks into a resource as lives. To really tap the potential of it, add in something that rewards a player for milling oneself, such as reanimator strategies in MTG.
